“Papukis ti Kailyans”: Barbershops and Salons now allowed to open in Kapangan


Barbershops and salons are now allowed to open in Kapangan, Benguet as long as they follow the guidelines based on the advisory released the municipality’s local government unit (LGU) in order to maintain the security of their customers and staff against the COVID-19.

“Papukis” means to get a haircut while “Kailyan” is townmate in the area’s local language.

Minimum Health Protocols for Barbershops and Salons in Kapangan:

Now that Benguet is under modified general community quarantine (MGCQ), barbershops and salons are allowed to operate at a maximum of 50% of the venue capacity.


In line with this, the municipality of Kapangan will now allow these types of establishments to operate while implementing the following minimum health protocols:

  1. Provide a logbook containing the names, addresses, contact numbers, temperature, and travel history of employees and customers.
  2. Provide a wash area at the entrance for customers before entering the establishment.
  3. Provide thermal scanners to check temperatures of customers and employees.
  4. Provide alcohol or hand sanitizers and foot-bath for disinfection.
  5. Mandatory use of PPEs for employees (mask, face shield, suit).
  6. No wearing of slippers, shorts, and sando.
