Municipality of Bokod, Benguet Releases MGCQ General Guidelines





An Executive Order, EO No. 045 s. 2020, “an order placing the Municipality of Bokod under Modified General Community Quarantine (MGCQ) and providing guidelines thereof,” has been published by the LGU Bokod on their Facebook account on Sunday, July 19, 2020.

The said EO was signed by Bokod Municipal Mayor Thomas Wales Jr. on July 17, 2020 and is to take effect immediately. Here are the following MGCQ General Guidelines stated within the Executive Order.

Municipality of Bokod MGCQ General Guidelines

I. Minimum Public Health Standards

During the duration of the MGCQ, the following public health standards shall be complied with at all times:

  1. Mandatory wearing of face mask;
  2. Physical distancing of at least one (1) meter apart in workplaces, banks, establishments, offices, markets, groceries, sari-sari stores and in all other public areas;
  3. Frequent sanitation of homes, workplaces, vehicles, markets and all other public spaces;
  4. Frequent handwashing with soap and water, and observance of personal hygiene;
  5. Handwash stations or provision of alcohol-based hand sanitizer dispensers for all clients in workplaces, establishments, markets, groceries, and sari-sari stores;
  6. Thermal scanning shall be done in all public gatherings;
  7. Properdisposal of used PPEs;

II. Movement of People

  1. The movement of all persons in areas placed under Modified General Community Quarantine (MGCQ) shall be limited to:
    • Accessing essential goods and services
    • For work in the offices or industries permitted to operate hereunder
    • For other activities permitted under the Omnibus Guidelines for the implementation of Community Quarantine in the Philippines with Amendments
  2. Any person below twenty-one (21) years old, those who are sixty (60) years old and above, those with immunodeficiency, comorbidity, or other health risks, and pregnant women shall be required to remain in their residences at all times;
    • Provided that all activities and movements allowed under the Omnibus Guidelines for the Implementation of Community Quarantine  in the Philippines for the foregoing persons shall continue to be permitted under MGCQ
  3. Indoor and outdoor non-contact sports and other forms of exercises such as but not limited to walking, jogging, running, biking, golf, swimming, tennis, badminton, equestrian, range shooting and skateboarding are allowed.
    • Provided, that the minimum public health standards such as wearing of face masks and the maintenance of social distancing protocols, and no sharing of equipment where applicable, are observed.
    • For this purpose prohibition in Section 5(3) of the Omnibus Guidelines does not apply.
    • Spectators in all non-contact sports and exercises shall be prohibited.
  4. Authorized Persons Outside of Residence (APORs) are allowed entry into the Municipality subject to observance of minimum public health standards.
  5. Travel Outside of the Municipality. Travel outside of the Municipality for leisure purposes is not allowed. For essential travelers, the following documents are required:
    • For travel within the Province of Benguet:
      1. Valid ID card/s
      2. Health Declaration Form to be issued at Barangay Health Stations or Barangay Halls
      3. Quarantine Pass/Travel Permit issued at the Barangay Halls
    • For inter-regional travel, the following documents are required:
      1. Valid ID card/s
      2. Medical Clearance Certificate (MCC) issued by the Municipal Health Office (MHO)
      3. Travel Authority to be issued by the Philippine National Police (PNP)
  6. Regulated Entry of Employees/Laborers of Private Companies/Corporations including Construction Firms operating within the Municipality.
    • Before proceeding to their designated work place or station, the following are required at the concerned Barangay where work place or station is located:
      1. Presentation of company ID/Valid ID/Employer’s Certification
      2. Register with Barangay’s Logbook at the Barangay Hall
      3. Undergo thermal scanning at the Barangay Health Station or Barangay Hall
      4. Present any of the following documents to Barangay Officials concerned:
        • Health Declaration Form signed by licensed health worker of place of origin
        • Medical Clearance Certificate issued by MHO/CHO from place of origin
        • Certificate of Completion of 14-day quarantine for those who were required to undergo said quarantine issued by MHO/CHO from place of origin
  7. Executive Orders Nos. 2020-027 and 2020-028, dated April 21 and 27, 2020 respectively, relative to the delivery of vegetables to the La Trinidad Vegetable Trading Post (LTVTP), Benguet Agri-Pinoy Trading Center (BAPTC) and Nueva Vizcaya Agricultural Terminal (NVAT) remain in force.
  8. Locally Stranded Individuals (LSIs)/Returning Overseas Filipinos (ROFs). Municipal LGUs shall not deny entry of LSIs with complete documents but may subject the LSIs to local health protocols and procedures that are consistent with IATF policies. The following documents are required to all LSIs?ROFs coming from other region:
    • For LSIs
      1. Medical  Clearance Certification issued by the City?Municipal Health Office based on the following conditions:
        1. That the LSI is neither a contact, suspect or probable or confirmed COVID-19 case
        2. That the LSI completed a 14-day quarantine based on the standards set by the DOH
        3. That LSI confirmed as a COVID-19 case was tested negative through RT-PCR twice
      2. Travel Authority issued by the Philippine National Police
    • For ROFs
      1. Travel Authority issued by the Joint Task Force-COVID Shield
      2. Negative RT-PCR result and Quarantine Certification issued by DOH-Bureau of Quarantine
    • All ROFs and LSIs shall undergo proper quarantine or isolation procedure at te Provincial Quarantine Facility or at the Local COVID-19 Centers of the Municipality for those turned-over from the Provincial Quarantine Facility in the event that the said quarantine facility is fully occupied.
  9. Tourism. Tourism activities remains suspended until further notice.





III. Transportation

Public transportation for areas under MGCQ is subject to guidelines provided by the Department of Transportation (DOTr). Likewise, private transportation shall be allowed subject to the guidelines provided by DOTr.

IV. Unhampered Movement of Cargo

Movement of all types of cargoes shall be continuous and unhampered with a minimum of five (5) passengers including the driver, with or without load.

Asymptomatic drivers and helpers are not obliged to undergo mandatory fourteen (14)-day home quarantine.

The Philippine National Police (PNP) retains its authority to conduct inspection procedures in checkpoints or control points to ensure that protocols on strict home quarantine are observed.

V. Government Offices

Work may be at full operational capacity , or under such alternative work arrangements as agencies may deem appropriate in accordance with the relevant rules and regulations issued by the Civil Service Commission (CSC).

VI. Public and Private Offices

Work in all public or private offices may be allowed to resume physical reporting to work at full operating capacity, with alternative work arrangements for persons who are sixty (60) years old and above, those with immunodeficiency, comorbidity, or other health risks, and pregnant women.

VII. Mass Gatherings

Mass gatherings such as but not limited to movie screenings, concerts, sporting events, and other entertainment activities, religious services, and work conferences shall be allowed provided that participants shall be limited to fifty percent (50%) of the seating or venue capacity. The religious denomination shall strictly observe minimum public health standard.

VII. Classes in Public and Private Schools

Limited face-to-face or in-person classes may be conducted in Higher Education Institutions (HEIs) provided there is a strict compliance with minimum public health standards, consultation with the local government units, and compliance with guidelines set by CHED.

Face-to-face TVET training and competency assessment may be conducted at up to 50% training and assessment site capacity, provided there is strict compliance with minimum public health standards, TESDA Guidelines and consultation with local government units.

For K-12 Basic Education, the Basic Education Learning Continuity Plan of the DEPED shall be adopted.

IX. Public and Private Construction Projects

All private and public construction projects shall be allowed subject to strict compliance with the construction safety guidelines issued by the DPWH for the implementation of infrastracture projects during the COVID-19 pandemic.

X. Permitted Establishments and Activities

Except as otherwise provided below, all permitted establishments and activities under Categories I,II,II and Section 4(6) and those in other Sections of the Omnibus Guidelines shall be allowed to operate or be undertaken at full operational capacity:

  1. All hair cutting ad hair treatment services, nail care services, basic facial care, such as make-up, eyebrow threading, eyelash extension and facial massage, and other basic personal services are allowed to operate at 75% operational capacity compliant to the minimum health standards prescribed by the DOH and the DTI-DOLE Interim Guidelines on Workplace Prevention and Control of COVID-19;
  2. Dine-in services in food retail establishments such as restaurants, grocery stores, eateries and food preparation establishments, at a maximum of fifty percent (50%) of the seating capacity, subject to the Guidelines on Minimum Health Protocol for Dine-in Restaurants and Fast Food Establishments issued by the Department of Trade and Industry (DTI);
  3. Category IV and all other establishments not permitted to operate under previous sections the Omnibus Guidelines, at a maximum of fifty percent (50%) operational capacity. However, for hotels and other accommodation establishments, only those accredited as provided by law and relevant DOT and DILG issuances may operate, and only upon issuance of a Certificate of Authority to operate by the DOT. For this purpose, DOT and DILG shall work with LGUs to ensure compliance of accommodation establishments. Notwithstanding the foregoing, establishments in the negative list of industries which shall remain prohibited in areas under MGCQ issued by DTI shall not be allowed to operate in any form of community quarantine.

Schedule of operation for some business establishments may be regulated by the Municipal LGU for the welfare and benefit of its constituents.

XI. Prohibited Establishments or Activities

The holding of cockfighting and operation of cockpits, and beerhouses, nightclubs, and similar establishments whose primary business is the serving of alcohol drinks, shall remain prohibited in areas under MGCQ.




XII. Curfew

A general curfew for all persons in the Municipality shall be implemented in the hours of 8:00 o’clock in the evening to 4:00 o’clock in the morning effective July 16, 2020 until further notice, except those working in permitted industries and businesses which require operations beyond the curfew hours.

Any person who refuses to comply herewith may be held liable for violation of the provisions of Republic Act No. 11332 otherwise known as the Law of Reporting of Communicable Disease, Revised Penal Code of the Philippines and other applicable laws.

XIII. Liquor Ban

A temporary liquor ban on the sale and distribution of liquor and other alcoholic products is imposed. Likewise, consumption of liquor and other products in public places is prohibited.
