Baguio City’s Temporary Transportation Scheme From June 16 to June 30, 2020


The Baguio Traffic and Transport Technical Working Group has proposed a Temporary Transportation Scheme for the City of Baguio, pursuant to the Section 5, (D) of Executive Order No. 95, an Executive Order Prescribing General Guidelines For the City of Baguio While It Is Under Modified General Community Quarantine (MGCQ).

Effectivity

The temporary transport scheme shall take effect on 16 June 2020 and until 30 June 2020.

Private Vehicles and Motorcycles

The Baguio City Number Coding Scheme (City Ordinance Numbered 01 s. 2003) is in effect and applies to all Private vehicles and motorcycles traveling within the City of Baguio:

In addition to the exemption under Section 6 of the COB 01 s of 2003, the following shall likewise be exempted as stated in Section 5(D) of EO No. 95 series of 2020:

  1. Health workers and members of the Baguio City Contact Tracing Team;
  2. Uniformed personnel of the AFP, PNP, BFP, PCG, BJMP, and BUCOR;
  3. Service providers in emergency and disaster management;
  4. Utility services for water, electricity, telecommunications, and waste management; and
  5. Those persons as may be authorized by the local COVID-19 IATF;

Public Utility Jeepneys (PUJs)

  • Public Utility Jeepneys (PUJs) are exempt from the temporary number coding scheme for the period of 16 June 2020 until 30 June 2020;
  • Further, PUJs may operate from 5:00 a.m. to 9:00 p.m, provided, they carry only up to 50% of vehicle passenger capacity;
  • A maximum of 790 PUJs per day are allowed to operate through the 58 identified rationalized routes. Holders of Special Permits issued by the LTFRB, and whose vehicles have been inspected by the LTO, SHALL be prioritized for permitted operations.
  • Operators and drivers who have yet to secure an LTFRB Special Permit
    • must process their applications and submit their vehicles for smoke emission testing on or before June 30, 2020 in order to be considered for inclusion in the rotation of permitted vehicles.
  • Smoke emission testing may be availed of FREE OF CHARGE from the City Environment and Parks Management Office (CEPMO) for the purpose of securing Special Permit from the LTFRB.
  • Jeepney Association Presidents must assist their association members in the processing of required documents before the LTFRB. Permits issued by the BCPO shall be honored until June 30, 2020 so drivers and operators are strongly reminded to secure Special Permits from the LTFRB.
  • PUJs from LISTT areas shall maintain their temporary staging areas at
    • Shagem St.,
    • Otek St.,
    • Marcoville,
    • Cooyeesan, and
    • Slaughter House
      with limited number of vehicles at any given time.
  • PUJ operators and drivers must ensure that their passengers wear face masks for the duration of the trip.

City Ordinance Numbered 5, Series of 2017 is still in effect:

Outside the Central Business District

WINDOW TIME

  • 09:01 AM – 03:59 PM

Roads within the Central Business District

  • 06:00 AM – 09:00 PM

  • 09:01 PM – 05:59 AM

Taxis

  • Taxi units may operate from 6:00 a.m. to 6:00 a.m. the following day.
  • They shall implement a “No Face Mask, No Ride” policy and the use of passenger logbook for contact tracing, in addition to the provisions of the LTFRB MC No. 2020-018, and other health and safety measures prescribed by the Department of Transportation and the City Government, through the BTTTWG.

Permitted Taxi Units shall follow the temporary reverse number coding scheme stated below:

Parking for Motorcycles and Bicycles

The following areas/location shall be allowed/used as temporary parking for motorcycles and bicycles for the duration of the Modified General Community Quarantine:

  1. Whole stretch of Lake Drive (fronting Gansa Restaurant to Solibao Restaurant)
    • Two way traffic shall be maintained thereat, all entry/exit points for restaurants and Melvin Jones shall be kept open and no parking at pedestrian lanes.
    • Parking time will be from 06:00 AM to 06:00 PM only
  2. Stretch of Calderon Street along Sky World right after the pedestrian lane to Diego Silang junction
    • Parking time will be from 09:00 AM to 04:00 PM only.

Roadside Parking

All road side parking which was temporarily allowed from March 16 to June 15, 2020 is hereby CANCELLED. Anti-Road Obstruction Ordinance will now be strictly implemented. Likewise, whole stretch of Otek Street, Salvosa Drive, Bautista Drive and Lower Shagem shall be temporarily used as PUJ loading/staging areas ONLY.

Interzonal Transportation

Public Utility Vehicles for inter-zonal transportation may not operate until Guidelines from the City Government shall have been issued.

    1. Magandang Baguio! Minors are still not allowed to go out under MGCQ.
