Solo Parents, Senior Citizens, Informal Workers, Etc. to receive PHP5k-8k Assistance Under ESP Depending on Region

Individuals and families who are most affected during and after the implementation of the Enhanced Community Quarantine (ECQ) will be receiving a subsidy from the government as defined in the Joint Memorandum Circular No. 1 Series of 2020 (JMC). It is under the Social Amelioration Program in line with the Bayanihan to Heal As One Act, which grants the Executive Department special powers in order to effectively respond to the COVID-19 pandemic.

What is the Emergency Subsidy Program?

The Emergency Subsidy Program (ESP) is providing cash or non-cash subsidy to 18 Million low-income families in the amount of at least Php 5, 000.00 and a maximum of Php 8, 000.00 per month. The ESP is implemented for 2 months covering the months of April and  May 2020.

The following table gives the subsidy amount for each household in the region of residence, computed as a proportion to the respective regional minimum wage rates:

Who can Avail of the ESP Subsidy?

The target beneficiaries of the ESP are families that belong to the poor sector and whose work is affected by the Enhanced Community Quarantine (ESQ). At least one member of the family must belong to any of the listed sectors below. 

  • Senior Citizens
  • Person With Disability (PWD)
  • Pregnant and Lactating Women
  • Solo Parents
  • Overseas Filipinos (OFs) in Distress
    • Repatriated or banned from travelling outside the Philippines due to COVID-19 outbreak from January 2020 until the lifting of the community quarantine.
  • Indigent Indigenous Peoples
    • Certified as poor by the National Household Targeting System for Poverty Reduction (NHTS-PR)
    • Informal economy workers
  • Underprivileged Sector and Homeless Citizens
    • Income or Combined family  income falls within the poverty threshold defined by the National Economic and Development Authority (NEDA)
    • Do not own house facilities
    • Living in makeshift dwelling units.
  • Informal Economy Workers
    • Directly Hired or Occasional Workers
      • Contracted to do work on an irregular basis
      • Hired by the direct recipient
      • The salary is dependent upon completion of the work.
        • Ex. Laundry Maid
    • Subcontracted Workers
      • Employee of a subcontractor (Article 106 and 107 of Labor Code)
        • Ex. Pakyaw Workers
    • Homeworkers
      • Individuals who are working at home.
        • Ex. Family enterprise like craft making, native delicacy production and home based food processing
    • Househelpers
      • Kasambahay or Domestic Workers who cannot report to work due to the community quarantine.
        • Ex. Kasambahay and Family Driver
    • Drivers of Pedicab, Tricycle, PUJs, UVs, PUBs, Taxi, Transport Network Vehicle Service (TNVS), and  Transport Network Companies (TNC)
      • Persons driving pedicab, PUJs, UVs, Taxi and etc  owned by another person
      • Drivers under Boundary System
        • Ex. Angkas and Joyride
    • Micro-entrepreneurs and Producers, Operators of Sari-sari Stores
      • Individuals operating independent and small scale enterprises
      • Distributors of  goods and services the scope of business
      • Enterprises engaged in Industry, Agri-Business and Services that have an asset size of less than PHP 100,000.
    • Family Enterprise Owners
      • Families operating  small businesses like:
        • Retail
        • Food production
        • Vending (not limited to owners of carinderia, fruit or vegetable  vendors and street vendors, RTW, etc.)
    • Sub Minimum Wage Earners
      • Wage below the prescribed minimum
      • Sole Income-Earner of the Family
        • Ex. Dishwashers or helpers in Carinderia
    • Farmers, Fisherfolks, and Farm Workers
      • Individuals whose monthly family income falls under poverty line working in the following sectors:
        • Agriculture
        • Fisheries Related Activities
        • Farm Services
        • Secondary Processing
    • Employees Affected by “no work, no pay” policy and not covered by DOLE Order No. 209, S. of 2020 or any DOLE issuance/s on adjustment measures program.
    • Stranded Workers
      • Persons affected by work suspension or closure who are in sites or workplaces and not able to return home due to community quarantine
        • Ex. construction worker stranded in their construction site

Requirements Needed

Senior Citizens

  • Senior Citizen ID

Persons With Disabilities (PWD)

  • PWD ID or Certificate of Separation from or Suspension of work

Pregnant/ Lactating Women

  • Valid ID
  • Certification from RHU
  • Or Birth Certificate of Child, if available

Solo Parents

  • Solo Parent’s ID
  • Or Certificate of Employment/ Separation from or Suspension of Work

Overseas Filipinos in Distress

  • Valid Passport Bio Page; and
  • Copy of any of the following:
  1.  Passport Arrival Stamp
  2.  Proof of Departure Ticket
  3. Overseas Employment Certificate
  4. Employment Contract
  5. Any other document to prove that they were repatriated or banned from traveling outside the Philippines within the prescribed period.

Underprivileged Sector and Homeless Families, Indigent Indigenous Peoples, and other Vulnerable Groups

As applicable, provide the following:

  • Certification from Barangay (proving that they are homeless families or belonging to other vulnerable groups) or from the P/C/MSWDO where they are currently located;
  • Certification from the NCIP or the tribal chieftain/ Council of Elders that the beneficiaries are Indigenous Peoples (IPs) and are on a subsistence economy

Workers in the Informal Sector/ Self-Employed

As applicable, provide the following:

  • Driver’s license;
  • TODA ID or Certification of Membership from the Organization/ Association
  • or Certificate of Public Convenience (CPC);
  • Or Certification from the Barangay/ Municipality for TODA only;
  • Employment ID;
  • Kasambahay ID;
  • or Certificate of Employment/ Separation from or Suspension of work from the Employer;
  • Proof of Business;
  • Any other document showing employment/ occupation/enterprise;
  • or Barangay Clearance

Employers

  • Establishment Report
  • Company Payroll

Rice Farmers

  • RSBSA Enrollment Stub (for cash assistance);
  • Notice of Cash Grant (for cash assistance);
  • Loan Application (for SURE Aid);
  • Any one (1) government-issued ID with picture;
  • Duly accomplished simplified Promissory Note (PN)

Service-Conduit Borrower

  • Pre-Release: Loan Application;
  • List of Eligible Rice Farmers;
  • Board Resolution for Financial Assistance and designating at least two (2) authorized signatories to execute loan documents with identified (GFI);
  • Standard PN;
  • Authority to Debit Account;
  • Post Release;
  • Liquidation report on the loans disbursed prior to next loan availment;
  • Deed of Assignment of Sub-PNs

How to Avail Subsidy under ESP

  1. The Local Government Unit will provide Social Amelioration Card (SAC) forms to their constituents. This will be done on a house-to-house basis.

    Ang lokal na pamahalaan ay namamahagi ng Social Amelioration Card (SAC) forms sa kanilang nasasakupan. Gagawin ito sa pamamagitan ng ng pagbibigay sa bawat kabahayan o “house to house basis.”
  2. The head of the family shall be the one who will provide the necessary details in the SAC form. Details shall be written in CAPITAL LETTERS.

    Ang puno ng pamilya ang siyang magsusulat ng kanilang impormasyon na hinihingi ng SAC form. Kinakailangang ibigay ang kumpletong impormasyon na hinihingi sa dokumento at nakasulat sa malalaking letra.
  3. The head of the family shall make sure all the necessary details are completely provided on the SAC form. Accomplish two (2) copies of the form and submit one (1) copy to the local government representative and the other copy shall be retained in the household for reference and monitoring.

    Kailangang siguraduhin ng puno ng pamilya na kumpleto ang kanilang impormasyon sa kanilang SAC form. Isumite ang form sa kinatawan ng lokal na pamahalaan na babalik sa inyong bahay at ang isa ay maiiwan sa household. Itago it for reference at monitoring.
  4. Said assistance will be distributed by DSWD and other government agencies through the local government units.

    Ang kaukulang tulong ay ipapahatid ng DSWD at iba pang ahensiya ng gobyerno sa pamamagitan ng inyong local na pamahalaan.

    Note: the SAC form is only a validation tool that aims to identify the ones who are in need of the quick cash assistance.

Other Amelioration Programs

Food and Non-Food Items (FNI) Distribution

Food and essential personal hygiene and family items regularly provided by the DSWD during disaster operations.

Assistance to Individuals in Crisis Situation (AICS)

Provision of integrated services by the DSWD to individuals and families in crisis or difficult situations that serve as social safety nets or stop-gap measures to support their recovery.

An assistance in the form of outright cash in the amount of Three Thousand Pesos (Php 3,000.00) shall be provided to the target beneficiaries to assist in providing the basic needs of their families. A family shall be entitled to a cash assistance amounting to Five Thousand Pesos (Php 5,000.00) when two or more family members belong to the identified sectors (informal Economy Workers) and shall be given once a month during the quarantine period.

Livelihood Assistance Grants (LAG)

Financial assistance granted to qualified SLP beneficiaries whose livelihoods were affected by the declaration of the quarantine. LAG will only be provided to SLP beneficiary families having at least one (1) member who is a worker in the informal sector, and is displaced by reason of the declaration.

The family must be in the masterlist endorsed by the LGU to the DSWD FO and its eligibility for LAG shall be subject to the assessment of the DSWD staff.

COVID-19 Adjustment Measures Program (CAMP)

DOLE’s safety net program for affected workers in the formal sector to mitigate the adverse economic impacts of the reduction of income brought about by the COVID-19 pandemic. The program components include a one-time financial assistance of Five Thousand Pesos (Php 5,000.00) and employment facilitation. Read more about the program here.

Tulong Panghanapbuhay sa Ating Displaced/ Disadvantaged Workers Barangay Ko, Bahay Ko Disinfection/ Sanitation Project (TUPAD #BKBK)

A community-based safety net program of DOLE that provides temporary wage employment to the informal economy workers, such as but not limited to underemployed, self-employed, and displaced marginalized workers who have lost their livelihood or whose earnings were affected due to the community quarantine against COVID-19.

COVID-19 P3 ERF

– a one-billion peso special financing program by the Small Business Corporation (SBCorp) of the Department of Trade and Industry for MSMEs affected by COVID-19.

  • Loan amount of Php 10,000.00 up to Php 500,000.00 for small enterprises with asset size of not more than Php 10,000,000.00; or loan amount from Php 10,000.00 up to Php 200,000.00 for micro enterprises
  • Discounted 0.5% monthly interest rate
  • prolonged grace period until such time that the current crisis is abated.

The loan is available to all micro and small enterprises with at least one-year continuous operation prior to March 2020, and whose businesses suffered a drastic reduction in sales during the ensuing pandemic.

Cash Assistance for Rice Farmers (Rice Farmer Financial Assistance)

– A one-time financial assistance amounting to Five Thousand Pesos (Php 5,000.00) to be given to rice farmers with farm sizes ranging from 1 hectare and below and listed under the Registry System for Basic Sectors in Agriculture (RSBSA).

Survival and Recovery (SURE) Assistance for Marginalized, Small Farmers and Fishers

Interest-free loan assistance shall be extended to eligible farmers and fishers in the amount of Twenty Five Thousand Pesos (Php 25,000.00) per borrower.

Recovery Package for Micro and Small Enterprises Engaged in Agriculture and Fisheries Food Production, and other Supply Chain Activities in Accordance with the Agripreneurship Development Fund/ Program of the ACPC

Loan assistance at concessionary rates, and capacity building shall be provided to micro and small enterprises engaged in agriculture, and fisheries production, and other supply chain activities to ensure availability of food supply and help them recover their losses due to the ECQ.

Eligible borrowers may avail of loan assistance amounting to Three Hundred Thousand Pesos (Php 300,000.00) up to 90% of their projected cost, but not to exceed Php 15 million.

Expanded and Enhanced Pantawid Pamilyang Pilipino Program (4Ps)

Livelihood Seeding Program/ Negosyo Serbisyo sa Barangay

A two hundred million fun (Php 200,000,000.00) that provides assistance to micro-entrepreneurs affected by calamities. The assistance will be in the form of:

  • Enterprise development training;
  • livelihood kit amounting to at least Php 5,000.00 but not more than Php 8,000.00
  • Business counseling/ mentoring
