Baguio Mayor and a Team of 5 Members to Travel to Cebu to Share Contact Tracing Methods

A Five-member team from Baguio City, led by Mayor Benjamin Magalong are flying to Cebu City on July 8, 2020, to share the city’s contact tracing methods to its beleaguered Central Visayas counterpart, this is according to the Public Information Office – City of Baguio on Sunday, July 5, 2020.

Baguio Shares Contact Tracing Tact to Cebu

The key police personnel led by Central Visayas Police Chief P/Brig. Gen. Albert Ignatius Ferro will be trained by the Baguio team for three days to improve their contact tracing system and curb the transmission of the virus.

According to the Police Chief, he personally sought the help of Magalong to share the technology instrumental in keeping Baguio’s Coronavirus disease cases to a minimum. And the mayor readily agreed to his request.

Conceptual Framework of the  System

Based on the update recently published by the PIO Baguio, the conceptual framework of the system involves the following:

  • Identification or detection of the source and possible sources of infection
  • Isolation and testing of these persons
  • Tracing of the close and remote contacts for quarantine, testing, disinfection and medical protocols
  • The use of cognitive interviewing skill, a police questioning method to establish the links of a patient
  • Convincing patients to disclose their identities to help in contact tracing. Full disclosure can help alert contacts and cut down tracing time and resources
  • The use of technology is a powerful tool in contact tracing

Technology on Contact Tracing

Through the link analysis software, the picture of links between COVID-19 patients can be readily established, said Executive Asst. V Philip Puzon.

To support seamless coordination between the police and health authorities, a surveillance system using a data collection tool was formulated.

Among other things, this tool allows enrollment and tracking of suspected cases, recording of symptoms, risk factors and exposures; demographics; and lab results.

According to the City Epidemiology and Surveillance Unit Head Dr. Donnabel Panes, the system guides them in determining the possible source of infection and who might have been infected.

Mayor Magalong Shares Contact Tracing Insights to Everyone

On a recent Facebook live discussion hosted by Dr. Albert Domingo of the World Health Organization (WHO) Philippines, representatives from the WHO Philippines, Department of Health Philippines, and their special guest Baguio City Mayor Benjamin Magalong have also shared to everyone some insights all about contact tracing.

The said session was called CONTACT TRACING: Susi para sa pagpigil ng pagkalat ng COVID-19 and it could be viewed by experts, leaders, and everyone else who would like to know more about contact tracing.


Among the notable leaders who took time to listen to the discussion with regards to contact tracing is Mayor Vico Sotto of Pasig City.  “While on the way to the RED center, listening to Mayor Benjie Magalong’s insights on contact tracing,” stated the Mayor on a tweet published on Jun 26, 2020.
