Kabayan to be placed under Extreme Enhanced Community Quarantine

Mayor Faustino Aquisan has signed Executive Order No, 39-2020, placing the entire of Kabayan, Benguet under Extreme Enhanced Community Quarantine (EECQ).

Starting 6:00 PM tomorrow, March 31, 2020 until 6:00 PM of April 13, 2020, EECQ will be implemented over Kabayan to prevent the spread of COVID-19 in the municipality.

Under the Luzon-wide Enhanced Community Quarantine, movement is not completely restricted. And now that there are already positive cases of COVID-19 in Baguio City, Nueva Viscaya, and Benguet, the Municipal Disaster Risk Reduction and Management Council (MDRRMC), COVID 19 Municipal Inter-agency Task Force and other concerned agencies saw that it is necessary to place Kabayan under EECQ as the movement of people can possibly bring the virus in the municipality.

Guidelines for Kabayan Extreme Enhanced Community Quarantine

1. There will be no entry or exit in Kabayan except for medical emergencies.

2. Barricades will be placed at Aponan, Adaoay and Bana-ao, Ballay.

• Barangays will manage road closures in their respective areas
• Only Barangays Adaoay and Ballay are allowed to open and return the barricade during medical emergencies.

3. Medical emergencies

• To be determined by barangay midwives, community nurses and the municipal health officer
• A Patient and his companions will be allowed to return to Kabayan if they did not come from COVID-19 red zones.
• Barangays must establish a quarantine facility

4. Movement in Barangays

• limited to doing essential tasks like:
  • farming
  • buying food and medicine
• Residents are allowed to buy food and medicine only from barangay authorized establishments.
  • cooperatives, sari-sari stores
  • pharmacies
  • gas stations
  • money transfer
• Barangays are not required to have barangay checkpoints but should make sure that EECQ guidelines are strictly being followed.

NOTE: If the needed supply is not available in the barangay, you should seek help from the Barangay Health Emergency Response Team (BHERT).

5. Travel outside Kabayan

• Only the Kabayan Multipurpose Cooperative can travel outside Kabayan to buy basic necessities and ensure food security
  • If they come from COVID-19 red zones, the driver and his companion (if there’s any), will be considered as Persons under monitoring (PUMs).

5. No issuance of barangay quarantine pass and permit to travel during the EECQ.

6. Violation of Kabayan EECQ guidelines

• If you violate any of the EECQ guidelines in Kabayan, you will be given a violation slip and will be dealt with once the order on the quarantine is lifted.

7. Exemptions

• Frontliners and authorized officials who are performing their duties are exempted from the restrictions stated in the EECQ guidelines.

8. Implication with other Executive Orders

All other executive orders not repealed by the EECQ guidelines must still be implemented.
