Here are the New Guidelines on Travel Requirements Upon Entry in the Province of La Union




The Provincial Government of La Union, through a Facebook post published on Tuesday, March 2, 2021, has released the new guidelines on the travel requirements upon entry to the province.

The guidelines on travel requirements were based on the province’s Executive Order No. 03, Series of 2021, Prescribing the Amended Travel Requirements Upon Entry in the Province of La Union, which was signed by Provincial Governor Francisco Emmanuel “Pacoy” Ortega III on March 1, 2021.

The said guidelines will take effect starting Monday, March 8, 2021. Below are more details.



Travel Requirements Upon Entry in the Province of La Union

Here are the following Travel Requirements upon entry in the Province of La Union as provided in the Executive Order No. 03, Series of 2021, Prescribing the Amended Travel Requirements Upon Entry in the Province of La Union.



Coverage

  • This Executive Order shall apply to all individuals entering La Union
  • Shall be implemented by the component LGUs of the province
  • For uniformity, LCEs of La Union are encouraged not to issued conflicting requirements with those specifically stated

The NAPANAM Application

  • All individual, whether resident or non-resident, are advised to register to the NAPANAM web application and generate their own Quick Response (QR) Codes to be presented at the border control points. The use of the same shall be mandatory.
  • Citizens are encouraged to register at least three (3) days before the intended entry or exit in La Union to accommodate validation, approval, and generation of the QR Code
  • Online registration may be made at https://npnm.launion.gov.ph/#/regqrpass




Residents

  • All residents with outbound travel shall register to the NAPANAM System a day before departure
  • From Work or Business:
    • NAPANAM QR Code
    • Company ID or Government-issued ID indicating residence or any equivalent document showing proof of employment and/or residence
    • Travel Order from company or any proof of official business with inclusive date of travel and itinerary
      • In the case of delivery cargoes, only Delivery Manifests shall be presented in border checkpoints
    • If resident is from Higher Risk Level Areas (GCQ or higher) for more than fourteen (14) days a Negative RT-PCR Test Result issued within the last three (3) days shall be presented.
  • From Non-Official Travel:
    • NAPANAM QR Code
    • Government-issued ID indicating residence or any equivalent document showing proof of residence
    • If resident is from Higher Risk Level Areas (GCQ or higher) for more than seven (7) days a Negative RT-PCR Test Result issued within the last three (3) days shall be presented




Non-Residents

  • From Work or Business:
    • NAPANAM QR Code
    • Company ID or Certificate of Employment or any equivalent document showing proof of employment
    • Travel Order from company or any proof of official business with inclusive date of travel and itinerary
      • In the cases of delivery cargoes, Delivery Manifests should be presented in border check
    • If a traveler is from Higher Risk Level Areas (GCQ or higher) a Negative RT-PCR Test Result, issued within thirty (30) days from testing, shall be presented
  • From Non-Official Travel:
    • NAPANAM QR Code
    • Government-issued ID
    • If a traveler is from Higher Risk Level Areas (GCQ or higher), a Negative RT-PCR Test Result issued within the last seven (7) days, shall be presented




Health, Emergency & Government Personnel, and Humanitarian Assistance Actors

  • Health, Emergency and Government Personnel
    • NAPANAM QR Code
    • Company ID or Certificate of Employment
    • Travel Order from company or government agency with inclusive date or travel and itinerary
  • Humanitarian Assistance Actors
    • NAPANAM QR Code
    • Company ID or Certificate of Employment
    • Certification from LGU of Destination or any equivalent document
    • If a traveler is from Higher Risk Level Areas a Negative RT-PCR Test Result, issued within last thirty (30) days from testing, shall be presented




Returning Overseas Filipino

  • NAPANAM QR Code
  • Passport
  • Bureau of Quarantine Certificate
  • Negative RT-PCR results issued within three (3) days before actual arrival in La Union
    • If none, the resident shall be accompanied to the nearest LGU isolation facility for testing and require him or her to undergo isolation until release of RT-PCR test results
  • If ROF presented BOQ Certificate of Recovery in lieu of Negative RT-PCR results, ROF must be isolated in the LGU isolation facility for testing and require him or her to undergo isolation until release of RT-PCR test results

Persons Traveling for Medical Reasons

  • NAPANAM QR Code
  • Government-issued ID
  • Proof of appointment from Hospital of destination or any equivalent document




APORs or Non-APORs Passing Through the Province

All APORs and Non-APORs who are entering any of the established borders of the province and are only passing through shall be required to present the following:

  • NAPANAM QR Code
  • Documents required by intended place of destination such as, but not limited to, IDs, delivery forms/receipts, certificate of employment, etc.




Note:

  • Persons passing through La Union will be given a maximum of three (3) hours to cross border QCPs

Traveling for Leisure/Tourism Purposes

  • Guidelines for purposes of leisure/tourism in the Province of La Union shall be subject to a separate EO

In the comment section of the post containing the Executive Order No. 03, Series of 2021, Prescribing the Amended Travel Requirements Upon Entry in the Province of La Union, a person asked, about the EO for Traveling for Leisure/Tourism Purposes. “ano po yung separate e.o. para dito?” the person commented. And the Provincial Government of La Union has given an answer.

“Kasalukuyan pong binabalangkas ang bagong EO para sa travel/leisure. However, kung taga-Region 1 or Baguio City ka naman po, pwede ka naman nang pumasok ng La Union for leisure/tourism. As of now, hindi tayo nagpapapasok ng mga turista mula Manila at iba pang non-Region 1 areas,” the Provincial Government of La Union stated, replying to the said comment.



At around 4:30 PM today (Wednesday), March 3, 2021, the said EO for the Traveling for Leisure/Tourism Purposes has not yet been released by the Provincial Government of La Union. Let’s wait for the Executive Order for further details.
