[UPDATED] Need to enter or go outside of Baguio for an Essential Travel? Here’s what you have to do



Before transitioning to MGCQ, The City Government of Baguio has released an updated advisory containing the procedures for the Returning Baguio Residents (RBRs) and Workers Process.

Also included in this advisory is the procedure to be followed by those with essential travels to and from Baguio City.

So if you need to go out or enter the city for essential purposes, here are the updated guidelines as per the Public Information Office – City of Baguio:

Residents entering Baguio City who are:

A resident of Baguio currently stranded in other provinces due to ECQ and is one of the following:

  1. Student
  2. Tourist or Visitor in another province and was stranded due to ECQ
  3. Worker or Employee in other provinces and is now going home to Baguio

Required Documents:

  1. Travel Authority from PNP Regional Director from the place of origin.
  2. ID or Barangay Certificate as proof that you are a resident of Baguio
  3. A negative result of RT-PCR or Rapid Antigen test conducted within 72 hours prior to entry in the City

Note: May opt to undergo a 14 day home quarantine instead of testing.

Process

  1. Fill-up the Health Declaration Form online via http://hdf.baguio.gov.ph/
  2. Upload all the required documents
  3. Wait for the call from CDRRMO who will provide you with the date of your return.
  4. Undergo health check at the Central Triage Unit

OFWs and those from abroad entering Baguio City:

Required Documents:

  1. Medical Certificate issued by Local Health Officer at place of origin
  2. Valid Government Issued ID showing place of residence
  3. Must present a negative result of RT-PCR or Rapid Antigen test conducted within the last 30 days prior to entry

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Undergo health check at Central Triage
  3. Show documents at the checkpoint

Authorize Personnel Outside of Residence (APOR) not residing or not assigned to work in BLISTT:

  1. Uniformed personnel of AFP, PNP, BFP, PCG, BUCOR, BJMP, OCD
  2. Government employees, Legislative Department, DOJ, Judiciary
  3. Accredited or Authorized Humanitarian Aid Groups or NGOs
  4. Philippine Red Cross
  5. On duty Health worker
  6. COVID-19 IATF

Required Documents:

  1. Valid Government issued ID showing place of residence
  2. Any document as proof of APOR status and APOR purpose in Baguio City (Employment ID, Certificate of Employment, Busines Permit, IBP/PRC ID, Contract of Work, Official Invitation, and etc.)
  3. Negative result of RT-PCR or Rapid Antigen test conducted within 72 hours prior to entry into the City (if none, proceed to Central Triage for testing). In absence of negative test results, travelers must present a Medical Certificate issued by the Local Health Officer at the place of origin

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Present your documents at the checkpoint
  3. Undergo health check at Central Triage

Drop and Go Drivers who need to enter Baguio:

Required Documents:

  1. Valid Government issued ID showing the place of residence

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Present your documents at the checkpoint
  3. Undergo health check at Triage 1

A Person Passing Through only in Baguio City:

Required Documents:

  1. Travel Pass-through Permit (TPP) issued by PNP in place of origin

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Present your documents at the checkpoint
  3. Undergo health check at Triage 1

Persons traveling to Baguio City for medical purposes:

Required Documents:

  1. Medical Certificate issued by Local Health Officer in place of origin
  2. Doctor’s Referral or proof of medical appointment

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Show documents at the checkpoint 
  3. Undergo health check at Triage 1

An Employee who is not resident working in Baguio who regularly pass through checkpoints:

  1. Workers in Baguio and living in nearby provinces, who regularly pass through checkpoints

Note: For this purpose, BLISTT residents shall follow the same required documents and process.

Required Documents:

  1. Medical Certificate issued by Local Health Officer at place of origin
  2. Valid Government Issued ID showing place of residence
  3. If passing through the checkpoints for purposes of work, business, or employment, any document as proof of APOR status (Employee ID, Certificate of Employment, Business Permit, IBP/PRC ID, Contract of Work, and etc.)
  4. Must present a negative result of RT-PCR or Rapid Antigen test conducted within the last 30 days prior to entry

Note: In the absence of negative test results, present your Medical Certificate issued by the Local Health Office from point of origin stating that the person is not a suspect, probable, or possible COVID-19 case before proceeding to the Central Triage for testing.

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Undergo health check at Triage 1 on your return
  3. Show documents at the checkpoint

Non-APORs coming into the city for non-tourist, personal travel purposes (including students):

Required Documents:

  1. Travel Authority issued by the PNP in the place of origin
  2. Must present a negative result of RT-PCR or Rapid Antigen test conducted within 72 hours prior to entry into the City (if none, proceed to Central Triage for testing)

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Show documents at the checkpoint
  3. Undergo health check at Triage 1 on your return

Tourists coming to Baguio City:

Residents going outside of Baguio City who are:

Authorize Personnel who are residents assigned to work in BLISTT:

  1. Health workers
  2. Uniformed personnel
  3. Government Officials

Required Documents:

  1. Medical Certificate issued by the Local Health Officer at the place of origin
  2. Valid Government issued ID, and any document as proof of residence or assignment in the BLISTT (Baguio, La Trinidad, Itogon, Sablan, Tublay, and Tuba) area.

Process:

  1. Fill up Health Declaration Form (HDF) at http://hdf.baguio.gov.ph/
  2. Present your documents at the checkpoint
  3. Undergo health check at Triage 1

An Employee who is a resident working outside Baguio who regularly pass through checkpoints:

  1. Employees of the public and private sector who are residents of Baguio and working in nearby provinces, and who regularly pass through checkpoints

Note: For this purpose, BLISTT residents shall follow the same required documents and process.

Required Documents:

  1. Medical Certificate issued by Local Health Officer at place of origin
  2. Valid Government Issued ID showing place of residence
  3. If passing through the checkpoints for purposes of work, business, or employment, any document as proof of APOR status (Employee ID, Certificate of Employment, Business Permit, IBP/PRC ID, Contract of Work, and etc.)
  4. Must present a negative result of RT-PCR or Rapid Antigen test conducted within the last 30 days prior to entry

Can i present my parent’s proof of residence and present m birth certificate as a proof? Need to check my parents in baguio since both of them are senior citizens

  9. Paano po gawin ng anak ko working jan sa baguio since March nag-lockdown hndi n sya nkababa and almost 6mos n hndi nkkaalis ng baguio. Before lockdown, every other week ang uwi nya sa amin dito sa QC pra mkapagpalit ng mga usual n gamit like damit pamasok, beddings, update ng mga transactions, etc. This coming week may ka-opismeyt na pede nya masabayan sa pgbaba.     Tanong ko lang po, may showroom po kasi ang company namin jan sa Atok Trail, Baguio City, office po namin dito po sa Tubao, La Union. Nagdedeliver po kami ng stocks nila jan ng LPG Ma’am, nag au-audit, etc. Need po kasi namin pumunta sa showrrom namin jan twice a week po Ma’am, ano po mga kailangan namin ipresent sa check point po.
