Baguio Mayor relaxes regulation on serving of liquor, curfew temporarily lifted



In a recent announcement by the office of the City Mayor, two Executive orders were released amending existing EO’s concerning “Social Gatherings and Sale and Consumption of Liquors” and “General Guidelines for the City of Baguio While under Modified General Community Quarantine”. The specific amendment on the latter is concerning the current curfew being observed in the City under MGCQ.

Temporary Lifting of the Curfew

It can be recalled that the curfew imposed in Baguio City by virtue of Executive Order No. 95 Series of 2020 Section 1 Paragraph A states that the curfew in Baguio City is from 9 PM to 4 AM. This section was later on amended in Executive No 159 Series of 2020 stating that the new curfew will be from 12 Midnight to 4 AM.

Today, the City Mayor has issued Executive Order 194 Series of 2020 providing for the temporary lifting of curfew in Baguio City. This executive order however reiterates that persons under 15 and over 65 years of age, pregnant women, and people with underlying health conditions or comorbidities are to stay in their residences except when accessing food and necessities, availing medical treatment, attending permitted activities, or reporting for work.

The rationale behind the temporary lifting of the curfew is to increase operational hours for businesses to boost the local economy and attend to the needs of the city’s constituents.

Regulation on the Sale and Consumption of Liquor

It can be recalled that upon the lifting of the liquor ban certain regulations were put into place regarding the sale of and consumption of alcoholic beverages.  This regulation was however relaxed today by virtue of Executive Order No. 195 Series of 2020. Here are the salient points of the executive order:

  • Serving of alcoholic beverages as incidental to dining by accredited establishments shall be allowed until 12 midnight.
  • A maximum of 4 individual servings per diner for beer and wine.
  • For distilled spirits or liquor products, a maximum of 2 bottles where the volume of the beverage is 1 liter and 1 bottle where the volume of the beverage is more than 1 liter.
