Baguio Mayor Orders Fresh Offensive Against Protocol Violators



As the city has tightened its guard against the new virus variant, Baguio City Mayor Benjamin Magalong has ordered a “fresh offensive against protocol violators.”

As stated by the Public Information Office (PIO) – City of Baguio, the Mayor also has warned visitors who will not follow the implemented rules in the city such as the following will be ejected from the city despite fulfilling the travel requirements prior to entry.

  • Wearing of face masks and face shields
  • Physical distancing and the like

Here are the following orders of the mayor:

BCPO and POSD

Furthermore, under Memorandum No. 41, Series of 2021, the city mayor has directing the Baguio City Police Office (BCPO) and Public Order Safety Division (POSD) to intensify actions to ensure that the general public is compliant with the minimum health standards.

In addition, as stated under the memorandum both BCPO and POSD were:

“Reminded to institute the necessary actions or impose proper sanctions against all persons who continue to defy, or refuse to abide by our current health protocols as clearly provided in Republic Act 11332 or City Ordinances of Baguio Ordinances Numbered 45 and 46.”

Also, the BCPO was ordered to “send out reminders to all checkout personnel to continue to be vigilant and thorough in inspecting the appropriate documents from travelers coming into the city, especially those coming from the National Capital Region (NCR).”

Traffic Enforcement Unit

For the traffic enforcement unit, the mayor has ordered them to inspect public utility vehicles to see if they are complying with the safety requirements such as:

  • Installation of plastic barriers
  • Making sure that their passengers
  • Barkers are wearing proper personal protection equipment

Barangays

Mayor Magalong has asked the heads of barangays in the city to:

  • To submit progress reports or documentation of any and all COVID-19 awareness and preventive practices being done in the barangays
  • To update monitoring reports of (contacts of confirmed cases) and persons undergoing home quarantine to their District Health Centers

Business Establishments

The Permits and Licensing Division was ordered by the mayor to ensure that all business owners are observing and imposing the protocols in their jurisdictions.

Furthermore, to help law personnel, citizens are encouraged to take the initiative of reporting violators of the said health measures.

Ordinance No. 45-2020

Persons caught violating the face mask requirement face the following fines:

  • First Offense: PHP 1,000.00
  • Second Offense: PHP 2,000.00
  • Third Offense: PHP 3,000.00
  • Establishments or entities: PHP 3,000.00 and cancellation of the permit

Ordinance No. 46-2020

For individuals not following the physical distancing rule will be fined with the folowing:

  • First Offense: PHP 500.00
  • Second Offense: PHP 1,000.00
  • Third Offense: PHP 3,000.00
  • Establishments or entities: Liable to fines ranging from PHP 1,000.00 to PHP 3,000.00 plus permit cancellation
