TUPAD: emergency employment for self-employed, displaced, and laid-off workers due to COVID-19 ECQ

Individuals who have lost their livelihood and those who were forced to stop working or displaced due to the Enhanced Community Quarantine will be given the opportunity to have a temporary source of income through TUPAD.

TUPAD or Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Program under the Department of Labor and Employment (DOLE) is community-based assistance that will provide temporary employment for workers under the informal economy sector.




Qualified Beneficiaries of TUPAD

Underemployed

  • sub-professionals
    • working as support of office operations
    • engaged in arts, crafts
    • doing manual or clerical work

Self-employed

  • Those who lost their livelihood due to the ECQ

Example: farmers, fishermen, freelancers, etc.

Displaced Workers

  • Massive displacement due to events resulting from policy decisions/reforms or natural calamities, economic crisis, etc.

Laid-off Workers

  • Workers who have been terminated due to the permanent closure of an establishment

NOTE: Only one member per household shall be qualified to work under TUPAD #BKBK.



Those who were able to receive the following assistance can no longer be part of TUPAD

NOTE: Government officials and employees are also not qualified beneficiaries of TUPAD. However, barangay health workers and other officials who only receive honorarium or allowance from their respective Barangay-LGU are qualified to work under TUPAD.

**Combined amount of assistance to be received by one family from the LGU, (DSWD food and non-food items), and DOLE-TUPAD #BKBK, should not exceed Php 5,000.00 – Php 8,000.00.

Requirements to be passed by the LGU to DOLE

  • Letter of Intent
  • TUPAD Work Program (Enhanced OSEC-FMS Form No. 3, Annex B)
  • Summary of List of Beneficiaries (Enhanced OSEC-FMS Form No. 4, Annex A)

Additional Requirements

For Direct Administration

  • Contract of Service between the DOLE-RO and the beneficiaries

For Accredited Co-Partner (ACP)

  • Memorandum of Agreement between the DOLE and the ACP (LGU)
  • Contract of Service between the ACP and the beneficiaries

What work awaits beneficiaries?

Beneficiaries of TUPAD will disinfect/sanitize their homes and the immediate surroundings of their houses.

Days of Work

TUPAD beneficiaries will work for ten (10) days only, rendering four (4) hours of work each day.

What will beneficiaries receive from DOLE

1. Wage based on the daily minimum wage rate in the region you are in.

LGUs are also advised to:

  • provide beneficiaries with cleaning materials to be used
  • remind them of regular and proper handwashing

How to avail of TUPAD?

  1. The LGU or barangay will work on the profiling residents who may qualify as beneficiaries of TUPAD #BKBK.
    • Interested individuals may also go to their barangay captain, mayor or governor to be profiled.
  2. The LGU or barangay will pass requirements to DOLE for approval.

IMPLEMENTATION

  1. The LGU or barangay will lead the implementation and monitoring of the TUPAD project.
    • provision of cleaning materials/solutions
  2. The LGU or respective barangays are also encouraged to enroll the beneficiaries to group micro-insurance while GSIS will process their Group Personal Accident Insurance (GPAI).
  3. The LGU or barangay will submit a certification to DOLE, indicating that beneficiaries are able to accomplish their work under TUPAD #BKBK.
  4. Beneficiaries with certified and complete documents will receive their wage through remittance or through distribution by the LGU or barangay while practicing social distancing if there is no remittance center in the area.
