Is CAR Going to Get a Second Tranche of SAP? Here’s What to Expect

DSWD-CAR Director on Second Tranche of SAP

DSWD-CAR Director Leo Quintilla addressed concerns regarding the Social Amelioration Program (SAP) in the Cordillera Administrative Region (CAR) during the Kapihan sa Baguio held at the DTI Training Center yesterday, May 28, 2020.

The Social Amelioration Program is one of the flagship programs of the National Inter-Agency Task Force in terms of addressing the poor and vulnerable sectors.


During the Kapihan, DSWD-CAR Director Leo Quintilla revealed that they are already preparing for the second tranche of SAP in the region.

“We’re happy to inform that we are almost complete with our Social Amelioration Program implementation for the first round or the first tranche, ang tawag natin. Cordillera is recognized as one the fastest. Mabilis na pag-implement ng ating programa and we are now preparing for the second tranche.”

In addition, he said that they are just waiting for the directives and order from the national government on the processes, including the coverage and the eligibility for the second tranche.

Funds for the Second Tranche of SAP in CAR

When it comes to the budget that will be using for the second tranche of SAP in the Cordillera, the regional director explained that it will be coming from the excess or returned fund.

“Marami pong mga Local Government Units sa Cordillera yung mayroong tinatawag nating excess fund or yung returned fund. Ano yung mga pondo na ‘to? For example we have the Municipality of Sadanga, returned around 1.4 million pesos. And Municipality of Mayoyao of Ifugao na nagbalik ng 2.4 million pesos.

Quintilla said that this is part of the good governance of LGUs who strictly followed guidelines for the implementation of SAP. “Ito po yung tinitignan nila na sabi nila, we have enough. Na-exhaust na namin yung low-income families sa aming mga communities, sa aming mga barangay and they returned this fund,” he added.

Thus, the director said that the returned fund will be used for the second tranche.

Advantage of Having Excess Funds for SAP in CAR

According to Quintilla, with this returned fund, they will be able to immediately start the payout of the second tranche once the government has already given the signal.

“So this is the advantage for us. We don’t need so far to request funds, considering na we have enough to cover yung ating waitlist sa ating second tranche. Waitlist ng mga low-income families,” he said.

How many families in CAR will be covered by the second tranche of SAP

The target for the Cordillera is three hundred fifteen thousand (315,000) families. However, so far, according to the DSWD-CAR director, the waitlist they have received only consists of eight thousand five hundred twenty-three (8,523).

“Ito po yung ating target ngayon na bibigyan sa wait list natin at ito po ngayon ang ini-encode na ng ating mga local government because the clean list will be coming from the central office,” he added.

“Ina-upload mo namin yung mga datus. Ina-upload po natin yung mga SAP Form na encoded natin sa ating portal central office at ito po yung magdidictate ng budgeting for the second tranche.”

Guidelines for the Second Tranche of SAP in CAR

Furthermore, regarding guidelines on the second tranche, Quintilla said that they are still waiting for the final guidelines on how to implement this in CAR.

City Social Welfare Development Office Head on SAP Second Tranche

On a different online press briefing that went live via the Public Information Agency – City of Baguio also yesterday, City Social Welfare Development Office (CSWDO) Head Betty Fangasan has also mentioned some details about the second tranche of SAP in the city.

“The downloading of data and the payment was already submitted to the DSWD except that we are waiting for the uploading of the clear list. Those who are to be, if ever there’s the second tranche, sila po ang mabibigyan. Yun po ang clini-clean natin ngayon. So yung mga hindi qualified for this second tranche, we are trying to remove them” said the head of CSWDO.

When asked if the middle-income earners are also covered by the second tranche of SAP, Fangasan said that they have been attended to by different line agencies like SSS, DOLE, and LTFRB.

“Local government units are also preparing stimulus program for them if ever there are funds from the local government unit,” she added.
