The City Council of Baguio approved the ordinance mandating all fitness trainers or instructors to undergo first aid training and related courses conducted by the Philippine National Red Cross (PNRC) or any concerned government agency. Councilor Joel Alangsab authored the ordinance and was approved during its third and final reading.
Required Establishments to Follow the Ordinance
It is stated in the ordinance that it is the policy of the city government to require all mentioned establishments to require their full-time trainers or instructors to undergo first aid training as a prerequisite for hiring and continuous employment.
- All Health Clubs and Establishments
- Aerobic and Slimmers Salons or Gyms
- Bodybuilding Clubs
Who Will Issue the Certificate?
The certificate of training will be issued by the Philippine National Red Cross (PNRC) or any government agency concerned. And, the certificate must be displayed in a visible area in the establishment.
Who is Tasked to Conduct Monitoring?
The monitoring and inspection of all health clubs, slimming centers, gyms or other related establishments will be conducted by the City Health Services Office to determine compliance with the proposed measure.
All related establishments who will not adhere to the approved ordinance will be penalized.
FIRST OFFENSE: PHP 1,500.00
SECOND OFFENSE: PHP 3,000.00
THIRD OFFENSE AND SUCCEEDING OFFENSES: PHP 5,000.00 and revocation of the business permit until compliance
It is stated in the ordinance that it is the responsibility of the trainers or instructors to secure the safety of their students or clients during training. For this reason, they are required to do the training for them to know how to administer first aid or give temporary relief to clients who might suffer an injury, seizure or cardiac arrest during training.
The ordinance was referred to the appropriate committee for study and recommendation.
