Baguio City Legalizes Installation of Tip Boxes in Jeepneys

Mayor Benjamin Magalong has signed an ordinance allowing the installation of tip boxes in public utility vehicles (PUVs) in the city of Baguio yesterday, June 22, 2020.

Based on Ordinance No. 71, Series of 2020 operators of PUVs in Baguio City, except taxi service, will be allowed to install tip boxes inside their vehicles.

In addition, it was mentioned in the ordinance that the tip boxes must be uniformly and clearly inscribed with the words “Tip Box.”


Previously, as per LTFRB Memorandum No. 2020-017, PUVs were allowed to start operating. However, they were to operate only at only 50% of the vehicle’s seating capacity under General Community Quarantine (GCQ).

In view of this, the ordinance states that the limited operational capacity, without any fare increase and the additional maintenance costs, significantly reduced the daily revenue of operators and drivers.

Thus, the ordinance has been crafted in order to legalize the installation of tip boxes in PUVs that will allow commuters to help the operators and drivers cope with their reduced income and to contribute for the maintenance/operational costs of the vehicles for continued public transport service.

Effectivity

Furthermore, it was mentioned that the ordinance will remain in effect while social distancing is still enforced in PUVS or until a new memorandum circular/order from the LTFRB or any government agency allows them to operate in full load capacity or if a new fare matrix is issued to address this matter.
